If the owner of any promissory note makes an application to the office with appropriate grounds or proof that the promissory note or the interest payment part or both are lost, stolen or destroyed or the letters are obliterated or torn, and if the application is deemed appropriate. The office shall take the prescribed fee and give the applicant a copy of such letter of payment or interest payment part according to his demand.
